It will bottleneck that RTX 2080 pretty hard, but it wont cause any damage, it just wont play as well as it could. If your motherboard supports them, and if you just wanted to throw a cheap stopgap cpu in until you get a full upgrade, you could look at using a Xeon 1240, 1245, 1270, 1275 V2 for like 20 - 25 dollars.
