Can you please help me with my computer. I have a good gpu but low fps.
Specs:
Processor: Intel Core i5 4460
GPU: Palit GTX 650 1GB
RAM: 4GB Kingston HyperX Fury
Motherboard: Gigabyte H97M-D3H
OS: Windows 8.1

That's a low middle end GPU, not a "good" gpu. At 1080p, you'll be using low to medium settings in newer titles, maybe high settings in a bit older ones.
Did you remember to make sure that only the nvidia card is running? You might have integrated graphics accidentally installed and enabled.

Alright, how can i see if the integrated graphics is active? I have turned off the integrated in the BIOS but im not sure if it has really turned off.

My Computer is doing good well before but then when i update my windows 8.1 thorugh windows update it start doing low FPS and sometimes crashing a game or freezing it.

If you updated to the newest graphics drivers after that (358.50 now), it's likely just a coincidence.

If the games are hanging all the sudden, it sounds like a heat problem. Check that all fans running as they should. GPU espessially. No huge amount of dust or something like that. If you have integrated graphics also try forcing your gpu to use the 650. Under 3d settings in Nvidia Control panel.

Your image says v-sync enabled. It's user error, case closed.

Disable vsync and you'll have the stupidly high fps you want (and far higher power consumption for a game that has zero need for high FPS)

basroil is right. With 30+ fps i would leave v-sync enabled personally. This leaves the games hanging/crashing a sepperate issue, if minecraft i amoung the games crashing its defently a heat problem. If it's more graphics hungry games to, start by looking at drivers. Test older drivers, thas it occur with them to. Do you have updated Direct-X and c++ redistributables.

Only if it's a OS corruption issue.

First you should do a clean install of the graphics drivers, then if there are still problems check the memory. If both still crash, try using the integrated graphics. If the integrated graphics also crashes, you might be able to fix it with a software or even OS reinstall. If the integrated graphics are fine, you probably have graphics card or PSU problems.

For some years ago. I had an oc, extra big ram version of gtx 275. And this behavior of yours start occuring more and more often. In the end i found a solution. The stock fan settings is very quiet and nice. Too quiet apperently in that case.

The solution was to install some vendor or non vendor software like Msi afterburner to make your own fan curve. This solved it straigt away. I repeat basroil, first do a Clean driver install then do what i suggested above.

You replace it.
If the card's fan doesn't spin when you run something more taxing than minecraft (3d mark has benchmarks you can run) running, it's broken and needs to be replaced.

If the warranty is still good, the manufacturer can send you a new fan (or card if the fan is integral to the heatsink), if not you will have to buy a new one yourself. You can usually find replacement parts at the manufacturer's website, though generally it's best to replace the whole GPU since you may have damaged it by running it without a fan.

What i mean is one of the fan in my computer is not running but the gpu fan is running lel. BTW what is the best temp for my GTX650? And once i run a benchmark my GPU driver just crashes i dont know why

GPU driver crashing is usually one of three issues:
1) Bad drivers, you can fix it by installing new drivers, in this case 358.50/59
2) Coincidence resulting from bad memory, checking the memory for issues (diagnostics and single stick operation)
3) GPU hardware problems, particularly overclocked memory. Disable any overclocks (including factory ones) and see if it works.
