I have a GTX 7702gb and The only game I have a few issues with is borderlands 2. The FPS can get quite low and the core frequency will drop as well. Call it what you will. I have tried everything I could find. So a Second card for Physx is what i want or another GTX 770. I am thinkng a GTX 460 can do teh job but let me know what works best

If you can drop enough cash for one of the new GTX 750 or GTX 750 Ti cards, those are ideal for dedicated PhysX. Their low power consumption, high clock speeds, and high CUDA core counts make them a perfect match for a high-end main graphics card. Beyond that, take a look at the GT 650.

The GTX 460 might be a decent card, but the higher power conusmption, heat, and noise will be significant drawbacks, and it still won't perform as well s one of the other listed above.
Can you list your entire build please? Also, can you list the settings for Borderlands 2 including the Physx settings?

I feel that something is off here. While there are quite a few complaints about Physx and Borderlands 2, the 770 shouldn't have any issue playing the game.

Thanks for the input I did not consider the Power Consumption but I do like that concept of using less power if I don't have to...I think the GTX 750 ti is a great card for the price...I know the MSRP is about $150 so I hope it is still that price here.
