One thing you can try that may or may not fix your problems is try Google DNS or OpenDNS instead of the one provided by your ISP. Google DNS Primary is 8.8.8.8 and Secondary is 8.8.4.4. I don't know the OpenDNS numbers off hand but it would be easy to find with a Google search.

You would change this in your router's DNS settings or if you just want it to affect your PC you can change it in the manual network settings on your PC. I have tried both of these DNS services and they are slower than the one provided by my cable internet provider but other people report better success.

The thing is ping isn't always related to download speeds. You can have 100Mbps internet with a slow ping and you can also have 1.5Mbps internet with a fast...

Ping is also relative to the server you are trying to access. Ping is how long it takes to get a response from a particular IP address. If you are in Australia and trying to access an IP in New York City your ping will probably be pretty slow. If you are accessing another Australian IP it would likely be much faster.

It also depends on what type of internet you have. You never said whether you have cable, DSL, satellite, fixed wireless, mobile broadband, etc.... Some of these inherently have slower ping than others.
