Good internet stats (download/upload speede), But horrible ping in all games and downloads everything slowly.

This has started about a week ago where I have just been trying to fix this and I'm very frustrated and don't know what to do, I used to get very good stable ping that would get me 30-40 ms/ping and would not lag at all, it would be perfect, but now I have to deal deal with ping that's very unstable which is 80ms and always jumps to 100-200ms. I'm using a powerline with an Ethernet which means I have wired connection so I really don't what's the problem, I have tried a lot of stuff such as: Factory reset the computer, Reset router, unplugged and plugged everything in and more, checked if theirs anything else using my connection to slow down the ping in my games and more. the thing I don't understand is that in task manager and speed tests it shows that its using a good, stable connection for example downloading a game from steam will show in steam the download rate of it is 1-2 MB/s and in task manager it will show that the download speed is 25 Mbps receive which really confuses me.

Any comments would be appreciated and thank you for you're time.

powerline isn't the same quality as ethernet. it can be the worst of them all. It's very hit or miss.
You could have introduced a new electronic device on the same circuit recently and now it's unstable.

Can you test over wifi or a direct ethernet?

Do an ip config and ping your gateway when you are experiencing lag. the first gateway and really even the second should always be <1ms. you can see the next one from your wan interface.

I have fully factory reset the whole PC and now my ping is good in games, i can watch YouTube and surf the internet but a problem i'm having now is that when i download something it downloads it at a speed of 2 MB/s max, where before i used to get 8 -10 average and sometimes even more.

Run an actual speed test to test your bandwidth. Where are you downloading from? If its p2p/torrents it may just be that the peers sharing it can't provide the speed you're after. Also check that you haven't caped your download speeds through software or router settings
