What specific engineering programs?

Most software applications provide some listing of required hardware specs. Usually in the form of "minimum", "recommended", and "best".

She will not want minimal and she will want as much "best" as she can afford ( £500 ).

Check the program manufacturer's websites for hardware specs.

Do so for each program she will be using.

Then look for laptops that meet or exceed the hardware requirements.

For that budged your best thing is either a used one with a secondary video card like an nVidia 1050 or a workstation class laptop like Lenovo P models, HP Z book, or for new most likely thing would be a system with a Ryzen 5 CPU with 16 GB of RAM.
