I was thinking of going with the b450 tomahawk, but I dont know if it will go up to 4Ghz+

Doesn't depends on the motherboard alone, CPU silicon and cooling account for 80%.
The tomahawk is good and also the new B450 Steel is also a good choice if you don't want to buy premium X470's. The cheap X470's can have lower quality components compared to these 2.
