I am building a budget PC build with i3 6100, GTX 770 used 8gb DDR4 RAM etc.

I have around 170 NZD (115USD) left.

Is an MSI Z170A PC MATE a good choice? It's 110 on new egg

The Z170 chipset is really intended for overclocking and SLI configurations. If you're not going to be utilising either in the future, you can pretty much go with any LGA1151 board that utilises DDR4 RAM (examples: http://nz.pcpartpicker.com/part/asus-motherboard-h110ma, http://nz.pcpartpicker.com/part/gigabyte-motherboard-gab150mhd3)
