Basically, I want to install an android app from playstore and use it with internet access, on PC (without installing anything).

That is not going to work.

You will need to install a Virtual Machine (VM) on the intended host PC/computer.

I'm a professional translator, but this app is only available for android, and I want to be more practical.

Amazon Fire tablet could be bought for less than $50 this week. Google play can be installed in five minutes.
If you are professional, get the proper tools.

I have used Bluestacks in the past, Nothing is perfect when it comes to emulating a device that is primarily touch screen. Bluestack though as been around for a while and is a pretty common tool to use for android emulation. Bluestacks should work; not sure if there are better options nowadays. But most Android emulators are really VMs that emulate the entirely of the Android OS, rather then emulating just a specific app. Basically, it's like running the app on a virtual phone, on your PC.
