Good options for a streaming PC upgrade?

I want to upgrade my PC for mainly streaming 1080p60 while gaming at 4k. Right now i stream 720p60 but have hiccups sometimes when it comes to CPU power.My PC specs now are:

CPU: i7-4790s @3.2Ghz
GPU: EVGA 1070 SC

I'm thinking of many options and would appreciate more. One option is to upgrade my CPU to the i7-4790k which i heard is good for streaming but not worth the $300 upgrade from what i have now. My next option is to get an i7-7700k but would require me to get a new MB and 16 GBs of RAM. My next option is to get a Ryzen 5 1600x or Ryzen 7 1700x(which is on sale for $50 more than the 1600x) with new MB and RAM like intel.

My reasons to consider the Ryzen Builds:
* More cores = better streaming performance
* $100 cheaper than the Intel Build.

Reasons NOT to consider the Ryzen Build:
* Hightemps, I have a Hyper 212x Turbo and i've heard it won't be enough.
* Weaker cores than Intels 4 hyper threaded cores.

^(These are just things i've heard from friends who are into computers)

And then my last solution might be to buy another 1070 and put it in SLI and encode with that.

Money is also a factor so please no one say, "Just wait and get the i9-7900x or the i7-8700k" unless there is good reasoning to go with the higher price tag.

I would go with either the 1700x or 1600x, as for cooling issues you could buy a hyper 212 evo which would preform well, or you could go with buying either the 1600 or the 1700 and have the wraith cooler that comes with it

I have a hyper 212x Turbo which is said to be better than the Hyper 212 Evo and comes with two fans instead of one and my friend says it still wouldn't be enough.

The thermals on ryzen aren't bad, with a stock 1600 the 212 performs better than the wraith cooler that comes with it, you would be fine, the 1600 with a 212 was at 32 on idle and around 60 under load

Ok, i want to get some more input before i go spend $500 on the CPU, MB and RAM and i'd probably get the Ryzen 7 1700x because its only $50 more right now compared to the 1600x and has 2 more cores.

I am actually buying a 1700 for content creation, If you want to overclock the cpu go for the 1700 over the 1700x, the 1700x has an XFR features which is a cpu boost of like 100mhz, makes it a little harder to overclock, if your not overclocking just stick with the 1700x, then you get the higher base clock speed

I might try overclocking, i think it would just be fun in general(Before i fry my MB)
