I have Acer Aspire GX-281, AMD Ryzen 5 1400 Quad-Core processor 3,2 GHz, GeForce GTX 1070. I usually play CS:GO and I get very low FPS even though my processor, RAM or GPU isnt using max %. What can I do?
Having only one RAM stick is an issue, if you can, get a second one.
For CS:GO in particular, I know that the following things can improve FPS.
- Play the game on the highest settings, so it uses more of your GPU than your CPU
- Use the command mat_queue_mode 2 in your console, this will make it so that more of your CPU can be used, increasing FPS.
With one stick of RAM you are only providing 1/2 the memory bandwidth to the CPU. You have cut the "speed limit" for memory in half. That hurts performance. Your CPU may be not 100% busy because it is waiting for data from main memory.

What are your FPS that you consider bad,it might just be that they are what you should be getting.

100fps. And it's not just CS:GO, I get low fps on other games too.

I bought another stick, didn't help.
Did you leave one RAM slot open in between them? Don't install them right next to eachother.
