Question Good Pc, bad Fps

Randomly one day my friend started having bad fps. Hes consistantly low on any game no matter how easy it is to run. Specs: i3 14100f and a gtx 1660 super and 16 gb of ram. He says its like 10 fps even on gta a game not that hard to run.

Need full system specs including make/model of PSU. Could be malware, could be an overheating issue. Could also be a bad driver if drivers were recently updated.
