R9 280 has 3GB VRAM

As you can see there's no AMD CPus in the Top tier , Intel has owned this department since 2012 .

I5-4460 isn't in the chart but its based on the 4430 chip and clocked slightly higher.

The 270 and the 270X are the same thing but one is more money.

They aren't the same thing , you can overclock the 270 to reach 270x stock levels but yet again you can overclock the 270x to lead the race.
Also there's a chance that you get a chip that doesn't oc well.

Benchmarks don't lie :

The 270X is about 5-10% in most cases with 8% being the most common , The XFX 270X costs less than the MSI 270.

Look at my build .

H97 motherboards are not for overclocking as well as non K processors . stock cooler is enough for stock clocks .

The build is fine but You don't need the aftermarket cooler since you can't overclock this is CPU , I'd spend the extra 30 bucks towards the R9 280

R9 280 is only 10% slower than R9 280X and has 3GB VRAM

You really shouldnt go with the build you originally had for the money. TopLuca's will beat that out in gaming every single time.
