Good PC but games lag ??

Many forums have this question, nobody gave an answer. Some are saying that drivers are not updated, some say that you need to change power setting in control panel, but my opinion is that all of they are wrong. I think that main cause of this problem is Power Supply(UPS). That was case for me...

Look...I don't have any problems now, but I had. My specs are:
Corei5
8GB DDR3
2 GB geforce 420 gt
Even with this decent specs, all of the games lagged and I didn't know why. Then I found out that my UPS is 420 W, and doesn't have enough power. Graphic card only need 350 W, corei5 TDP is 84 W and there goes 420 W...
