Question Good PC but low FPS

Hey,

I built a new PC this year and splashed out a little but the performance in some games is a bit lacking. Call of Duty Cold War for example is running 70 - 90 FPS on Ultra and on Lowest it's ~110 - 120 FPS. I have XMP enabled. I have resizable bar enabled. Specs and whatnot below.

CPU: Ryzen 9 5900x
GPU: RX 6800 XT
RAM: Corsair 32GB 3600MHz
MoBo: Crosshair VIII Hero (WiFi)
PSU: Corsair HX 750i
Cooler: NZXT Kraken Z63
OS: Win 10 64-bit (Fresh install)

Notes:

GPU is vertically mounted with a PCIe 4.0 riser (CoolerMaster).​

CPU temps plateau at mid to high 50's and peak around 80c in CoD.​

Was getting a d3 QCode for a long time and it's gone since I disabled Radeon Software at boot.​

I did that Config.ini fix for CoD CW so now the FPS is stable but lower than I'd imagine.​

Any and all help would be amazing!

Update:

Was just playing CoD zombies with some friends at high settings and the game crashed. The CPU temps were in the 80's for a while, topping out at 87c. Checked event viewer and found this guy from around that time:
