That will easily do 60 fps @ 768p. Even at 1080p. The PSU is OK, but you can do better for not much more money.

yeah, you can run high-ultra on most games @1080p getting 60fps with a r9 390 and a i5

With a i5-6500 and an R9-390? Heck yeah. You might find a rare graphically ultra-demanding game and be on a busy server with tons of other players that will make it hard to maintain a steady 60 fps, but not most of the time.

Btw, the R9-390 really needs a 650W PSU for best performance and safety.
