Question Good pc - fps drops and lag spikes

So i built my first gaming pc using Nvidia Asus GT 1030 (2gb GPU) everything was running smoothly, good fps no any kind of lag or something. After some time I decided to buy better GPU for a bit more of Fps so i bought XFX RX570 8GB GPU. After i got better Power supply (today) I connected the XFX, went to some games to check out how it works and i was confused because peformanses are worse than on Gt1030, how is that possible? Even on League of legends Im having a fps drop and lag spikes, it looks like the game runs slower not smooth how it supposed to be, i lock fps on 80 but it goes sometimes down to 40 fps. Ive deleted all Nvidia files and downloaded latest AMD software before entering the games + the GPU temperature goes above 70c temperature while gaming and it is making loud noise :/
Is GPU that bad or? Should I try to change it or I did something wrong?

MOBO: Gigabyte B450M S2H
CPU: Ryzen 5 1600
GPU: XFX RADEON RX 570 8GB
RAM: Kingston HyperX Fury 8GB (2x4 dual channel)
SSD: 250GB
HDD: 1 TB
PSU: SilentiumPC Vero L2 600W Bronze
