Solution
CS:GO and Overwatch are heavily CPU dependent but will also react to a more powerful GPU, and your FX6300 is the weak link even though it has six cores. People have reported up to a 50% performance improvement in CS:GO just by replacing their older AMD chipset with a new Intel i5 or i7 build.

You can improve things however by overclocking to say 4.5GHz if your motherboard allows it and you have a good cooling solution. With that said, your numbers still look low, especially if you are having to scale back quality settings. Run MSI Afterburner during gaming and see what your CPU % usage is vs. your GPU % usage. Your GPU temp is fine and it appears you are not running into thermal throttling.

Here's a good reference on Overwatch with...

Here's a good reference on Overwatch with different Intel and AMD CPUs using a GTX 1080, which is roughly twice as powerful as your GPU.
