good PC performance issues

I recently built a new PC. i5 8600k (not overclocked), 32g gskill ram, and a MSI gtx1060 3gb. When I launch games like Rocket League or CS:GO, roughly half of the time the game looks very choppy but the frames still read 250 for RL and 300 for CS. If I end the game and restart it, normally it does not fix this issue BUT sometimes it does. Normally I have to restart my entire PC 1-3 times before the game launches normally. The frames always read normal, I don't see any spikes in my CPU or GPU. Essentially, I have not noticed a pattern and I am very frustrated. Someone, PLEASE TELL ME HOW TO FIX THIS. It almost looks like the resolution of the game is lowered, and its locked at 30-60fps because I'm used to taking advantage of my 144hz monitor. If it matters the monitor is an AOC 144hz Freesync G2460PF. I run RL in 1080p.
