[SOLVED] Good PC, terrible under performance

I'm aiming to stream with the setup but at this point I can't even run a single game on it's own lag free with high fps, let alone start a stream.

On the SSD I only got the windows.

I installed multiple anti-virus, anti-malware,anti-everything amount of software 4 different types and scanned the whole system with every one of them. Cleaned everything off and since then uninstalled all of them.

Temperatures are fine. I've got Noctua DH-15 for cooling.
XMP in bios activated for RAM
Power management set on Maximum performance
Nvidia game ready driver 419.67
In Nvidia control panel I got it set on performance. Got a lot of Global settings on off - virtual sync. Aimed mainly on performance.

All low settings in CSGO, 1024 res and I've got the around 200 FPS constantly fluctuating with terrible, consistent lag tears. The FPS goes down hard and the lag tears are like every second or two, it's literally unplayable. I never had these issues with my previous PC which had 16 gb slow ram, 4 gb video, i7 4790k not clocked and I still got normal 250 FPS without any lag issues ever.

I've got lag in GTA 5 as well. 1920 res with high settings. Advanced settings all off. Whenever I start running and looking around with the mouse or get in a car and start speeding up, I get never ending lag tears. I'm using 2500 memory out of 8200 yet how is this happening? On the GTA benchmark test I was getting consistent high 50 max 60 FPS results.

Not only I'm getting consistent lag but awful FPS as well. How?

I will eventually buy faster SSD/HDD however I was using the same ones on my previous slower setup and didn't have any of the issues I'm having now.

I'd appreciate any help as I'm really getting depressed.
 
So you took a SSD from another system and then just installed it in your new system? Or was this a fresh install of Windows?

If this was from an older system then that probably is a issue, when you do Motherboard upgrades although technically new UEFI BIOS and Windows is suppose to play nice doing thin, in practice you can get weird performance issue. My suggestion is to reinstall Windows completely along with any of the drivers you need.

I just transferred it from the old to the new setup. Haven't done a fresh WIndows install. That being said I will do one now and hope for the best. Thanks.
 
You may want to upgrade windows 8.1 to 10.
That Computer is nice, but you did put one of the cheapest SSDs money can buy in it.

I'm unsure on Win 10 as I know a lot of people had issues with it. I'll get a new SSD hopefully in a month or two, I've been saving for a new setup for years now and just couldn't wait any longer till I had money for everything. Thanks.
