So I have a fx8350 paired with a r9 380 but the I need a new cpu soon so will a ryzen 5 1600 be a good pair with the r9 380

The 1600 would pair fine with the R9 380 and be a good improvement from the FX 8350. If you live near a Microcenter it can be had for $80 and then if you pair it with a B350/B450 (for overclocking) you can usually save another $30.

To second this - definitely keep an eye on Microcenter's MB/CPU combos if you live near one - they're pretty darn hard to beat.
