Which games have come out, in the last 4 years or so, in
which the player gets to create several characters who then
form a party and go adventuring?

I am particularly interested in CRPGs in which various
choices are offered during character advancement, i.e.
similar to D&D 3rd Edition-games or Fallout, and unlike
AD&D-based games.

I know about the actual D&D 3rd Edition-licensed games, so
I'm mostly curious about imitators.

The best one, in the last 4 years, IMHO, has to be Wizardry 8 (although
even that has problems). Unless you can live with rather dated graphics,
in exchange for an interesting story line, in which case the various
Avernum offerings from SpiderwebSoftware may ring your bell.

Most of the halfway decent RPGs of recent times have been solo efforts
(Gothic, Divine Divinity, Arx Fatalis, etc.), apart from the ones you
are probably aware of from the AD&D stable.

In case you missed Planescape:Torment .. don't (miss it that is).

And completely mind-numbing combat.

Combat in Wiz 8 can get rather slow after a while, I mean like 40 mobs
against your group, talk about looooooooooong battles

I guess it's a matter of perspective. In games like Diablo combat is
very throwaway as generally each battle lasts a few seconds. In games
such as Wiz8 combat takes quite a bit longer as there is plenty more
strategy (or tactics). In both types to me what is important is that
combat not get boring-repetitive and in Wiz8 that was very much
interesting and not boring at all throughout as there are different
types of foes requiring different types of strategy (or tactics).

Diablo type games numb my mind very quickly as it's just click and they
fight. Wiz8 kept me interested throughout each battle plus the
storyline and all of the other rpg elements are extremely well done.

Wiz8 is a great game, one of the very best along with Planescape
Torment and Baldur's Gate 2.

I just restarted Wiz 8 a few days ago; going to try to play all the way
through to the end this time.

Last winter I played it for a while, but got bogged down in the combat and
finally got involved in other things and quit playing.

For me, the big issue wasn't that the combat was detailed and battles
sometimes took a long time. What got to me was the lack of respite from
combat: too many times it was just one battle after another, with no break
or chance to do anything else in the game.

For example, some times in Arnika I'd leave one shop and head for another
merchant a few blocks away: half a dozen battles and several hours later, I
might have managed to get half a block away from where I started. Once in a
while, that kind of unending combat is fine, but when it happens day after
day it takes too much away from other parts of the game for my taste: I like
to explore, poke into corners, do other things than just fight fight fight.

I'm still in the early part of the game this time around, but so far I don't
seem to be getting bogged down by combat as much as I remember from the last
time I played. Not sure if it's better tactics, more patience, or fewer
distractions, but I'm going to try to finish it up this time.

That's the solution to the 'opponents move around really slowly' part of
the problem. It doesn't do a damn thing for the 'missile weapons travel
very slowly' part of the problem (Go find 6 bunches of those nasty
spitting plants and see). However even with the dreaded 'battles take
all morning' I still thought it was a fine game. Not perfect, but a lot
better than anything in the 'form a party and go adventuring' line
released in the last year or two.
