Good spec PC very slow

Good Morning,

Wonder if someone can help me troubleshoot the issues I am having with my PC.
Specs as follow:

Intel Core i7-2600k
Asus P8Z68-V
Gskill Ripjaws x DDR3 1600 Mhz 4x4GB
MSI Gaming R9 270X
Samsung 850 EVO 250 + WD Blue 1TB
LC-Power Arckangel v2.2 850W
W10

My biggest issue is the PC being terrible slow and I can’t understand why. It has been formatted but the issue remains.
Some examples, facebook on firefox is painfully slow and unusable, better in chrome but it could be faster. Just opening a browser I hear a fan going up for a second or 2 (most likely CPU), but what pains me the most is Premiere Pro which struggles most of the times with 1080p footage. If I do a speed ramp, impossible, I need to nest and process effects before I can pay it…

A sidenote, the SSD is on Sata 2 because this board SATA 3 ports have died.
Also, temperatures are normal, not very high at all

The fact that the SATA III ports have died doesn't bode well for the motherboard generally - - - it may need replacing to fix the issues you're having.

I was having issues when the PC would freeze and I was told it was because of the Sata 3 ports, changed to a Sata 2 an never had that problem anymore.
I was also told it's normal on this chipset?
