Good specs but bad fps

Hello i just build a new pc and my issue is that its booting very slow and i dont really get the fps i expected :/ i get like avg 40 in bf4 and 180 in cs go

Pc specs:
Amd fx 8350 4.3ghz
Msi Gtx 780
Corsair cx600
8 ram (2x4gb)
Asus M5A97 LE R2.0
Windows 8.1 pro
+ i have the latest driver to the gpu and bios

Can you give us any information on what a Hard Drive you are using?

Please make sure to have the right settings in the game, some options might just be overkill. (I think on things like anti aliasing and so on, You don't need 4x msaa if you have txaa, which is much better in performance i guess).

Also you should have a look in your BIOS, is your PCI-Slot running at pci-e 3.0 with 16 lanes? I recommend using the tool "GPU-Z" for reading some specs of your gpu if you think something is wrong there.

Maybe you also want to check weather your RAM is in Dual-Channel mode and that all of it are recognized (first and third slot of the main board), you can confirm this by going in the bios, it should be written somewhere.

Another thing regarding the RAM: can you open the task-manager and say how much ram it shows? I've had issues with 8 gigs, where 4 gigs were shown as "in reservation for hardware".
