Good Specs, Low FPS (Please help)

CPU: FX-6300 (not OC'd and on stock cooler)
Mobo: MSI 760GM-P34(fx)
GPU: XFX RX480 GTR Black Edition
8 GB Vengeance RAM
CX600M
1 TB HDD
500 GB Samsung Evo SSD
1080p Viewsonic XG2401 144Hz 1ms monitor

I have been playing games like Overwatch and CS:GO etc. and even on Low-Medium settings I am only getting like 60-80 FPS, I would like to make the most of my monitor's refresh rate so if I could get any tips they would be appreciated

(BTW: All drivers are updated to latest versions, and case fan situation is good. I don't really have extra money rn so any way to do this without buying stuff would be great)

Download and Run Techpowerup GPU-Z and Heaven/Valley benchmark. Start benchmarking and see if the GPU is properly utilized.
Make sure nothing is overheating. Disable huge performance hitting graphic settings like MSAA.
