Good Specs On My Computer But Im Getting Low Fps

I Built my own computer and it works 50/50. Sometimes when I turn it on, I get the performance I want (games run very smoothly and I get very good FPS) But most of the time when I turn my computer on, I get really shitty FPS and I have to restart my computer until I get the performance I want. My specs are-
AMD Radeon (TM) RX 480 8gb
Intel(R) Core(TM) i5-4460 CPU @3.20ghz
Mobo - Gigabyte Z97MX-GAMING 5 (I know its a Z series, I am planning to get a overclockable CPU soon)
G. Skills 8gb RAM
Corsair CX600 PSU (80+ Bronze)
Western Digital 1 terabyte harddrive.
Corsair SPEC-02 Case
All of my Drivers are up to date and I used Driver Booster 4 to make sure its up to date. I also unparked my CPU but it doesn't seem to make a difference. I also defragmented my HDD. I think the problem might lie in my CPU because in task manager, my CPU would sometimes go up to 90% when I don't even have a game running and I check and see if there is anything that could use that but I don't run any crazy background applications. I have no clue what to do because my computer working is like 50/50 whenever i turn it on. Also I found out that if Discord is the first thing I open when I turn on my computer, I'm guaranteed to get low fps, makes no sense. If worse comes the worse, I'm going to factory reset my computer incase it has some malware. Please help!

If you're running windows 10, you might wanna look into the little feature they implemented a couple of months ago called "Game DVR". It's said that it caps your frames somehow. Here's a video of how to disable it: https://www.youtube.com/watch?v=bU2D_Q0tcBI. Might help your frames a little :)

If you're not running windows 10 though, ignore this as it's not relevant on any other operating system, or on previous versions of windows.
My first thought is a faulty PSU, sometimes it supplies stable power, others it doesn't.

Start by running virus scans with things like malwarebytes or trendmicros housecall.

You can also run memtest and something like Prime 95 to check for CPU errors.

If everyhting comes up clean, I would replace or RMA the PSU.
 
sounds like a virus, malware or bit miner. it sounds most likely a bit miner to me. I had one a few months ago and it's hard to spot. it looks like a legit program open, but it keeps the usage really high. if your usage is really high while doing nothing then something is wrong. try to specify the actual program that is using the cpu? run a Malwarebytes scan as well. there is a free program called process explorer that might help with this. opening discord makes sense if you have something else using your cpu resources. say 90% is already being used and now you open up something else then run a game.

go to task manager, click on cpu and tell us what is at the top of that list. if you see something using a lot and you close it, but it shows up again later then you 100% have a bit miner. it will close and keep reopening.
 
omg I remember something about bitminer. Quite some time ago I was interested in Bitcoins, thats what it is right? I think I download the program but I'm not sure. how do i disable it?
 
I notice something elso too, If I get the problem, my headset( astro a40 tr) cracks whenever I get a fps drop. Im looking at the processes in task manager but they don't seem to add up to the amount it says on the cpu usage. All of the ones that take up a bit of cpu percentage are things in system 32.
 
I just found something else. I am using this appilcation called GPU-Z and while idle, my GPU jumps up to 100% and down every 3 seconds. I watched a video on how I can find that file and im trying to use the netstat in command prompt to find the IP by typing "netstat -bn >c: \downloads\netstat1.txt" into command prompt everytime it goes to 100% but everytime it says "access denied". Anything I can do to remove this?
 
You can try reinstalling Windows, but all the symptoms you describe are in line with loose PSU connections or a faulty PSU. I would start by checking all the PSU connections are tight. I had similar issues when my PSU was bad, the CPU would spike to 100% just by trying to open Firefox, or any other task.
 


I dont think it is my PSU, I think its a bit coin miner. I remember downloading a bit coin miner because I was interested in it but then I believe I uninstalled it. I restarted my computer until I got the problem with low fps. Using NetStat, I found this IP that was connected, its was b3n...(random letters). Later when I used Rouge Killer, It got rid of DriverSupportAO.exe, so far my problem seems fixed but now when I used NetStat, that b3n....... thing is gone from Netstat. I think that was the bit coin miner. I have never had any problems with crashes on this PC. Im positive all the connectors are fully plugged. I really think its a bitcoin miner on my computer. Now that I think about it, I usually have this problem in he morning and less often in the night. Im going to continue restarting my computer to get the problem again so I can identify that b3n... IP an find what application it is.
 


Reinstall Windows. After you go to the bathroom, you don't search for the specific soiling on your hands, you just wash your entire hands. Chances are, it's not the only thing going on here.
 
I reinstalled windows and I faced the same problem when I turned on my computer again but my drivers were exrtemely out of date (especially my GPU's driver). I updates all my drivers and I haven't faced the problem yet after updating drivers. But I have noticed that my computer seems to be running a bit slower, Im getting an SSD for christmas so if its not a bug it won't be a problem. Im also getting 300-400 fps on league now instead of the usually 50-60 so I say major improvement! I don't know if the issue is fully fixed though
