Hello, my question is nestled below if you do not want to read the backstory of this. I bought a Dell pre-built, (Dell Inspiron 5680) and have upgraded it tremendously over the year that I have had it. It came with an i3-8100, GTX 1050 2GB, 8gb SINGLE channel 2100mhz RAM, a 460w power supply and a few pre-installed fans.

I have since upgraded my build to a GTX 1660ti, 16gb of 2666mhz memory, soon an i5-9600k, and power supply to be next. My question is, will this system be capable of 144hz, 1080p, low settings games such as RE2, Apex Legends, Call of Duty MW, etc? Thanks in advance.

If you turn the games to low settings what FPS do you get in those games? Your biggest limitation is that cpu, quad cores are bare minimum entry level.
My current i3-8100 struggles with games such as Apex Legends, it cannot hit 100fps in most cases. RE2 and other games stutter quite a bit, to prove your point of the CPU limitation. The game it struggles the most in is COD MW, it stutters and the usage is 100%.

Going to 144Hz isn’t going to helps with. 144Hz will be nicer to use but you won’t fully benefit from it if you cannot maintain over 100fps.
I understand that, that is why I am taking out my i3-8100 and putting in an i5-9600k, which I am hoping should provide at least a bit better performance. Also, I should mention that I haven't put in the RAM, upgrading from 8gb single channel to 16gb dual channel, which has an impact on performance.

If I were you be on the lookout for one of these HP's on the used market. Buyers realize they can't really do any upgrades as the case and layout sucks. But the parts are a gold mine. I just seen 2 systems with i7 8700's 16gb memory, local $150 and $200. sold now. I was so tempted so after Christmas I will be looking again.

That's less than the I5 buying it alone. Here is a close looking one to get the idea.
