For installing Windows from a thumb-drive, any drive large enough for the task is going to be good enough. Unless you re-install Windows on machines on a weekly basis, you aren't going to save that much time in the grand scheme of things between a generic 30MB/s thumb-drive and a 200MB/s one. Given the low price though, faster doesn't hurt.
It's a reasonably fast drive, but your question makes not a lot of sense, what'll control how fast you download it is your internet speed, and the target drive will control how fast you can install it. So the USb stick could be 1/2 the speed or quadruple the speed and you'll not notice any difference,
