Good Video/Photo editing build?

I am trying to help a buddy build a new pc for video/photo editing. But I am a gamer, I know gamer specs, not editing specs. I know they are cpu heavy, but that's about it.

For an intel/nvidia build, what is the cheapest route, for a quick video editing machine?

Can I get away with an i5, or do I need an i7? Would a gtx1050 cut it, or do I need something heavier?
 
Whats apps he planning to use? Most have minimum hardware recommendations. Generally, If your buddy does a lot of video then more + fast cores are way better / faster for rendering - all the common video editing apps I'm familiar with support as many threads as they can find so 6 core better then 4; Memory can get eaten up fairly quickly and apps like photoshop cc eat 2GB of ram on its own so 16GB minimum; Most photo and video editing apps will use GPU acceleration and seem to support nVidia more often and most will recommend a minimum of 2GB vram so 1050 just makes it.
