News Google accused of paying employees to do nothing for up to a year to stifle AI talent migration

Can't speak for overseas offices but in the US these are now largely illegal, just do not sign. They can not make you sign nor rescind the offer letter due to you not signing them, not without having to pay out the nose.
 
Pretty sure there are plenty of Google employees that get paid to do little, so it might be mostly that.
No. Google is a sweatshop. They pay well, but quite a lot of people get burnt out after working at Google for a few years, which is why it seems like they're always hiring. The performance reviews are pretty brutal, from what I've heard.

What the article is talking about is people who have given their notice that they want to quit and work for a competitor. Also, DeepMind is where some of their most talented AI specialists work. So, this definitely isn't talking about the rank-and-file google worker. These are the folks that OpenAI pays like $1M/year, which probably helps explain why they're so eager to get on board.
