Notary part of it is the legal proof, that the company (in that example's case: Google), has validated that your real name and e-mail are true and accurate.

In similar example: e.g your driver's license. it is issued by DMV (Department of Motor Vehicles) and DVM signs the notary part, validating that your information and your certification to operate said vehicle is authentical.
