Just did a clean wipe on PC, went to go reinstall google chrome and it's not working. At first it was saying "glass screen" or something wasn't working and I needed to check if I was connected to the internet. I go to run or save the exe and nothing happens. No files in C folder or anything related to google.

Have you got all the windows updates? latest GPU drivers? what are specs of PC?

glass screen? there used to be an Aero theme on windows 7 that was glass like, no such thing on 10,

search cortana for reliability history and see if there are any errors relating to applications . click on the view technical info link next to any that mention Chrome, and take a screenshot - upload screenshot to an image sharing web site and show link here

the module that caused it to fail was msi.dll. which is the windows installer

see if this helps
right click start button
choose powershell (admin)
type SFC /scannow and press enter
once its completed, copy/paste this command into same window:
Repair-WindowsImage -Online -RestoreHealth
SFC fixes system files, second command cleans image files, re run SFC if it failed to fix all files and restart PC

See if the drop down for can't find installer application on windows helps - https://support.google.com/chrome/answer/6315198?hl=en

Smartscreen?

SmartScreen (officially called Windows SmartScreen, Windows Defender SmartScreen and SmartScreen Filter in different places) is a cloud-based anti-phishing and anti-malware component included in several Microsoft products, including Windows 8 and later, Internet Explorer, Microsoft Edge and Outlook.com. It is designed to help protect users against attacks that utilize social engineering and drive-by downloads to infect a system by scanning URLs accessed by a user against a blacklist of websites containing known threats. With the Windows 10 Creators Update, Microsoft placed the SmartScreen settings into the Windows Defender Security Center.[1]
