Google Chrome Laggy

Hi i bought a computer from ebay last month without hard drive so i decided to buy a 250gb hard drive and a new gpu which is Msi GT 710 2GB Ddr3
The computer specs like this
Cpu Intel Core 2 Quad Q8200 2.33Ghz x4
Ram PC3 10600 4 GB + 1 Gb + 1GB + Empty Slot total 6gb
Gpu GT 710 by MSI latest driver installed
Os Windows 10 Pro 64 bit latest updates installed
So my problem is
Google Chrome While Scrolling in Facebook Or some websites it lags a mite
like when you play a game at 80 fps and it drops to 5 fps then it back to 80
i installed avast to check if there is a virus but there is nothing
i removed chrome and i installed it again and same issue
i used firefox and its smooth in scrolling with no lags but while typing a message it to slow to response like while i type A it take a bout 2 seconds to be typed in the chat
please i need help about this issue i think my cpu is to slow to run it smoother
and i think to buy Q8400S.

the hard drive is probably bottlenecking chorme or you are running out of RAM

My ram is about 20 30 percent and the hard drive is new
