Google Chrome Not loading webpages after 1803 update

I recently reinstalled windows, and after updating to the latest version, google chrome became very inconsistent with loading any website - half of the time i get an error "ERR_TIMED_OUT", and the other half the page would load after 1-2 minutes of waiting. This does not occur with edge or firefox. I have seen some proposed methods of fixing the issue including changing compatibility mode or making a firewall exclusion for chrome, yet none have yielded success. I'd appreciate if anyone were to share any information or experience regarding my issue.

I would suggest you disable hardware acceleration: Go to Chrome Menu > Click Settings > Click Show Advanced Settings > Under 'System' uncheck Use hardware acceleration when available > Restart Chrome.

I disabled Cryptographic services and set it to manual startup, and everything seems to be in order. However, i'm concerned as to whether or not my system can suffer in any way due to it being permanently disabled - any thoughts?
