I live in New Zealand and want to set up a internet price reduction "tracker" for different items. ie... When a items price on the internet is reduced, I get notified.

How would I go about this?
 
There is no company called "intenet" that sell things to you. It is pretty much done the same way you would do it manually. You check the prices on various sites you might buy from and keep track of current price. You then cause some action to be taken when the program detects it.

Now I guess if you really wanted to you could lease a small virtual server in some cloud data center to do this but since you do not seem to even know how to write the program you likely will be better off just running it on some machine in your house.

When the video card scalping was a thing there were sites setup to detect when new stock came in. They charged people to get notifications first. This is one way I guess to recover the cost of server rental.

Note sites that sell product try to prevent you from doing this, It causes a lot of traffic to their site checking prices over and over. This is why you see all the captcha bot check things. What you are talking about is writing a bot.

Pick a few vendors that you trust and look to see if the have a "wish list" option. If you add the items to that list they will most likely let you know when they have a special deal on that item.
