It's legit, but where are you located? It may not work outside some regions.

It's available there, so something else going on. 1st,if you have your DOB set to younger than 18 it won't work, and it also probably won't work if you're not using an official Google play store, or a custom rom, or have rooted your phone. If none of those things apply, I don't know what else would cause it to fail.
