got a cpu issue 4790 (non k) stuttering in games and videos in vlc

so after the winter windows 10 update in january i noticed a stutter with my cpu (4790) and its plagued my pc since

specs when first encountered the problem
dell 8700 xps
gtx 745 oem gpu
i7 4790 3.6 w/turbo boost and stock cooler
1600 gb ddr3 1600mh ram
700gb hdd
1tb hdd
3tb hdd
new specs are
dell 8700 xps
gtx 1070 sc2 edition by evga
16gb ddr3
1tb hdd
3tb hdd
and i7 4790 with cooler master dual 140mm fans one intake one exhaust

noticed temps on cpu are 10-20 degrees cooler in game
i notice it more in rl and mine craft (cpu intense game great for testing this) and im lost i tried every thing from formatting both drives to contacting lintel and since there is no longer support on this cpu im efd is what i got out of it any help would be amazing and id love you (literally)
 
Solution
load HWINFO in sensor mode, and run your game is the CPU Core ratio at x43 or x44 ? or stuck at x8 perhaps? then check the temps on your GPU , look at the Maximum column for temps of cpu and GPU > 80'c as well
Do you have an adequate power supply in there? That 1070 is going to use far more power than a 745. That's the first thing that jumps out at me.

Have you use something like MSI Afterburner to watch CPU and GPU usage while gaming? You'd be looking to see if anything unusual happens to CPU usage at the time of the stuttering.
 


Downclock your GPU, if no more problems - your PSU is going down.

yeah i have a corsair 750m psu and a cooler master dual 140 mm cooler on cpu the power suply was the first upgrade be for the 10 70 even came out its rolling on 2 years now and the 745 was the only card used only upgraded the psu cause the old one had a burnig smell form all the dust and i didnt wantto chance it how would i down clock? and is it possible the mobo is the cause i know dell dont have the best quality of parts LOL

It hasn't shuttered on vlc since the 1070 was put in and my gtx 745 never had this massive frame drop in rocket league I'll be on ultra at 250 fps and it will dip to 90 than back to 250 with vsync on I'll go from 60 to 12 or lower than right back to 60 I tried at lower res and lowest settings and frame drops still occur I can try using onboard video but I won't get much of a frame rate in rocket league to test

And smo yes I'm on a13 I noticed this issue back in Jan with the windows 10 update but intell keeps telling me to go to Dell for assistance on drivers but dells no help on that either I tried un installing CPU and gpu doing fresh w10 install and Nada

Hey dontlistentome yeah only thing is notice is core 3 5 and 8 jump from 80 to 100 while all other cores are about 50ish and the bad spike is nevervat the same time if I start rocket league and core 5 is acting up and I restart it could be 8 2 or any other core but i notice those stand out more could just be me checking and missing the others doing it
