GOT A DELL 8250 - I GUESS

I GUESS, TAG SHOW JLG7P61, IS THAT A 8250, WONT BOOT UP AND IT SOUND LIKE IT GOING TO FLY AWAY ON A JET, CPU FAN IS GOING TO FAST WHY ?, I THINKING THAT THE MOBO IS BAD / CLEAN OUT ALL DUST , STILL SAME THING.

Are there any beeps when you attempt to boot? This has happened to me before in a HP XW4600, I reseated all the RAM and cables. After doing so, it booted and was good to go.

get the keyboard fix first, the cap lock key is stuck.

Leaving all wires unplugged just plugging in the power supply and the cpu fan is trying fly away, no sound power button is flashing amber no green light.
