Got a new psu experiencing new issues

Recently had my old cx750 psu died. tried a friend's psu and my pc booted fine so i purchased a new PSU (evga supernova 750w) got it all plugged in and i can get into bios can get past bios but as the windows 7 animation starts midway through i get a split second of blue screen and my pc restarts and asks to start normally or startup repair which is recommended. I've tried this it tells me windows cannot repair automatically then i hit finish and it shuts down. I'm not completely inept with computers swapped out my ram (which is brand new and was working fine with my friends psu) with some other ran i had around same thing made sure all my connections were, fine unplugged my secondary hdd from the psu and sata. Still same thing would really appreciate the help.

Is it possible that it is an os problem? If so is there a way to repair the os with the disc i have many important files and programs and beyond that would rather not have to 're download my video game and music library with my new dorms crap 5mbps internet
