Got a problem formatting windows 7 (sony vaio)

I started formatting my windows 7, with a CD. In partition menu i forgot to format the hard disk C and i clicked install now. Then i remembered this and clicked cancel installation. Then i forced shut down by keeping clicked the power off button. Then i started it again, pressed F10 to format it from beginning and the system showed me this:

Press Enter To Submbit

I used then "bcdedit /set optionsedit no" in command prompt and it worked not showing that again, but still my disk won't load the formatting setup to format partitions and install windows.

So i need help with this please!

Did you boot from the cd, not run setup in windows?

Yes at first i boot from the CD, but then i could not.
