Question Got an excellent FPS in game but streaming FPS sucks

Hi, I am playing DOTA 2 on max settings and i get 120-150 fps on average. The game works smoothly but when I tried to stream it using streamlabs at 720p @ 3500 Bitrate(I have 10mbps upload speed) x264 encoder with veryfast cpu preset, Im expecting a 60 fps stream but what im actually getting is more like a 30fps 720 which is cool but not smooth enough. Tried pumping up the bitrate, changing resolution to 1080, but still, it looks like a 30fps stream. Same goes to other games like cod warzone, black ops etc. Any advice to make my stream run smoother guys?

Specs:
CPU: Ryzen 3 3300x 3.80ghz
MOBO: Msi Gaming plus max
GPU: Aorus RX570 4gb
RAM: HyperX Fury 16gb 3200mhz

also, Im using a 60hz monitor if it's relevant.

Try changing the fps to 60 in obs if you didn't do that then follow my tutorial I made. sweet tutorial

if that doesn't work, then go to your game and cap your fps to 60 and see if that works, if it doesn't you might have 30 fps console gamer eyes srry.
Its already on 60fps, common fps values=60, it shows 60fps on stream monitoring. Also, tried vsync to cap my fps to 60, nothings changed. Compared to other streamers their stream is so smooth unlike mine. you can tell the difference
