I did remove the fans from the list. Those can always be purchased later.
I doubled your RAM amount. That is what pushed the build slightly above your budget. I am hoping that is a soft budget. I realize I changed a lot and this build may not be for you. The changes made will offer better performance. The 1060 will offer that.
The best way to purchase RAM is in kits. There are plenty of questions here regarding mixing identical RAM and the user having issues with it. Most of the time it'll be fine but not always. Having a 16GB kit in play from the beginning removes the possibility of future RAM headaches.
