Solution
Your MB is likely the culprit, I have reason to believe it's a 95W TDP board. Your 8320 is a 125W TDP chip. That would cause your CPU to be underclocked by the system because it cannot supply sufficient power to run the CPU.

A few 970 MBs you might want to look at:

Asus M5A97 R2.0 (~$85-90)
Gigabyte 970A-UD3 (~$95-100)
Asrock 970 Extreme4 (~$100-110)

A few 990 MBs you might want to look at:

Asus M5A99X EVO R2.0 (~$110-120)
Asus M5A99FX Pro R2.0 (~$115-125)
Gigabyte 990FXA-UD3 (~$120-130)
Asrock 990FX Extreme3 (~$120-130)

alright so far, im streaming dota 2 and running like 2 other apps, and im at 60%usage, no heat ups but still at 2.9

someone in game said i might need to install an amd software for the cpu?

i dont know where or what im supposed to update or install, can you direct me to where and what im supposed to get?

i have reinstalled it all and nothing, 2.9

Try going into your BIOS and checking to see if you have it set at a certain speed.

I stand corrected, and apologize for not checking that. Your recommendation was a good one.

ive tried the prime 95 test and nothing.

but i finally got a reply from amd support, and it says my mobo doesnt have the correct chipset to use its max potential, even though its on EVERY compatability list for cpu/mobo they said it wasent..... now i need to get a 900chipset because mine is 800. but thanks for the help guys
