Question Got new motherboard, won't recognise GPU

Hi

Over the weekend my house was hit by lightening & my motherboard fried (because I had it plugged in to router via Ethernet)

I got an Asus Z390 E Motherboard & put my MSI 2070 Super in but it won't recognise that it's there. The GPU was working a few days ago. The fans are spinning at 100% & the RGB is in full rainbow mode on it. Is it possible for the motherboard to fry the GPU at the same time?

So far, I've tried re-installing Nvidia control panel, clearing the CMOS, re-seating the GPU, switching wires on my PSU, moving my GPU to the PCIE-2 slot, updating BIOS, turning off Fast Boot, removing any overclocks, PC is working perfectly over the Motherboards Display Port

Has anybody had a similar issue? I only bought it a couple of months ago. I had been having problems with it before where my PC would lose signal & fans would go 100% but now it won't boot whatsoever.
