Question Got power supply surges detected

Today when i was trying to turn on my pc . i couldn't turn on my pc. I got "power supply surges detected"
After 5 or 6 attempts my pc turned it self normally.

After checking voltages in bios and HWmonitor i saw this -

Is it normal have 16v on 12+

If you were actually getting 16V on the +12V rail, you would no longer have a PC.

What is your exact power supply? You're not getting 16V, but the PSU is very likely the issue.

Corsair CS650M - in rig right now.
But i have CX650M laying down from my old rig (should i try to swap theme? )

yeah. an cx650m . laying down somewhere at parents apartment

UPDATE

I switched PSU to another . "power supply surges detected" - still appear
Voltage on 12V+ Rail is still 16V - HWmonitor .Open hardware / HWinfo - all showing this
