Question Got scammed on an RX 580 - unsure if I can fix it

I traded some old pc parts of mine for an RX 580 armor 4gb card, but it doesn't work unfortunately. Only one of the HDMI ports seems to work, and it has 2 large vertical strips running down the second and fourth quarters of the screen. In addition, it gives the code 43 error in windows in device manager, and doesn't even appear in Task Manager, and appears in GPU-Z only in name (look at the second pic), none of the data is there. When I boot through the GPU, it seems to just be using integrated graphics run through the GPU...

I believe this card has been mined on. I updated drivers, which didn't fix code 43 or the artifacting on the screen, and installed AMDvbflash and flashed the bios listed on techpowerup (https://www.techpowerup.com/vgabios/191651/191651).

Even after flashing the new bios, it still gave the same artifacting. Today, I baked the card, put the heatsink back on just to test, and still no fix. After a bit of googling, the issue SEEMS to be the memory (some other people have had the same vertical line issue from bad memory)

I don't understand much about GPU's, and I don't want to invest more money into this dead card by buying equipment to fix it. I'm really sorry to post here, and waste people's time, but as you can tell this is my last shot. What can I do? I can send more pictures if people want.
