GP/MSI question

If I have my Office 2k MSI & transform set up to install
through a machine specific policy, is it smart enough to
ignore the few machines I already have running Office2k3?

No. The machines need to either be excluded, or have a Office 2003 GPO
applied which is configured to upgrade the Office 2000 GPO.
