For student account I blocked command prompt and control panel in gpedit.msc. Now I'm not able to access gpedit.msc even in my adminstrator account (students changed something settings).
Error message: Failed to open GPO. You may not have appropriate rights. Details: Unknown Error
Now I'm not able to get back my command prompt and control panel and safe mode doesn't help me as well.
Any idea how to solve that?

OK. I have found the solution: Go to Windows\System32 folder. Here we need GroupPolicy folder that is hidden and we haven't control panel to show hidden files so type next one: Windows\System32\GroupPolicy. From user folder delete registry.pol file. And finally we can access gpo again. Of course every gpo settings are lost. We have to set them again.
