Does anyone have a solution to this problem?

Does this file actually exist in SYSVOL?

Does it exist on all DC's in SYSVOL?

On a DC try running

gpotool /verbose

You can also send this to a text file. It'll examine all of your DC's and
look for inconsistencies in the GPO's. GPOTool.exe is a resource kit tool
available from:

http://www.microsoft.com/downloads/details.aspx?familyid=9d467a69-57ff-4ae7-96ee-b18c4790cffd&displaylang=en

It sounds like the files are actually missing. That'd be where I start
looking. If they are, you'll want to investigate why this is the case. If
they're missing on only some DC's then you've probably got a replication
problem. If they're missing on all DC's, I'd guess that the files have been
removed from sysvol but the reference to the policy in AD still exists.
It'd be a case of removing the AD reference at this point and re-creating
the policy.
