In our domain I am starting to notice the behavior of NO
GPO's applying on a good portion of the machines without
the presence of an LMHOST file listing our Domain
Controllers. Although the LMHOST fixes the problem, I
feel it is a symptom of a much larger issue...

Anybody seen/fixed this?

Most likely a DNS issue. Make sure that all client computers have the
correct DNS configurations and make sure the DCs are properly registered in
DNS, for all SRV records.
